27th Constitutional Amendment: Key Reforms Unveiled by Law Minister

The 27th Constitutional Amendment is set to introduce major constitutional reforms in Pakistan. Federal Minister for Law Azam Nazir Tarar shared key details after a cabinet meeting chaired by Prime Minister Shehbaz Sharif via video link from Baku. He said the amendment aims to reduce executive influence over judicial matters and formalize the lifetime title of Field Marshal.
Tarar confirmed that the government has completed consultations with coalition partners, including the PPP and MQM. He said the proposals align with the Charter of Democracy and focus on strengthening institutional transparency.

Judicial and Electoral Reforms

One of the core features is the creation of a Constitutional Court to handle constitutional cases exclusively. The amendment also transfers the authority for judicial transfers from the executive to the Judicial Commission, ensuring independence in appointments.
To address delays in Senate elections in Khyber Pakhtunkhwa, the amendment calls for synchronized polls nationwide. It also proposes increasing Balochistan Assembly constituencies to enhance provincial representation.

Military and Governance Revisions

Changes to Article 243 will retain the Field Marshal title as a lifetime honor, restoring a rank that existed before the 1973 Constitution. The amendment also includes revisions to Article 140-A, linked to local governance.
Additionally, the government plans to expand the number of advisors from five to seven to improve administrative efficiency. Tarar said the 27th Constitutional Amendment aims to bring clarity, balance, and transparency to Pakistan’s judicial, military, and electoral systems.
