Sindh Real-Time Digital Birth Registration in Hospitals

Sindh has introduced real-time digital birth registration in hospitals, giving every newborn a legal identity instantly. The system connects major public hospitals with NADRA’s Birth Notification Tool. Now, children can be registered immediately after birth without waiting weeks or months. This innovation marks a major milestone in Sindh’s civil documentation reforms.

Real-Time Registration in Action

The first digital registration took place at Liaquat University of Medical & Health Sciences (LUMHS) Hospital in Hyderabad. Officials recorded a newborn’s details right after delivery, and the data was transmitted electronically. This reduces manual errors and ensures accurate population records. Soon after, the system was also launched at Ghulam Muhammad Mahar Medical College Hospital in Sukkur, registering multiple newborns instantly. Authorities highlight that the paperless process improves transparency and strengthens child identity protection.
The initiative is part of a collaboration between the Sindh Health Department, NADRA, and the Local Government & Housing Town Planning Department. It aligns with Sindh’s Civil Registration and Vital Statistics (CRVS) framework, which integrates healthcare and civil documentation through technology.

Expansion and Future Prospects

The project began as a pilot in July 2025 with support from the United Nations Population Fund (UNFPA). Initially, 36 public health facilities in Hyderabad and Matiari districts were connected to the system, and staff were trained to use it. Now, the network includes 14 teaching and tertiary hospitals across Sindh. Officials expect this scale-up to close long-standing gaps in birth registration and improve access to healthcare, education, and social protection for children.
The provincial CRVS Task Force, under the vision of Bilawal Bhutto Zardari and directives of Murad Ali Shah, oversees the initiative. While sustainability and public awareness remain key challenges, the early results are promising. In Sindh’s hospitals today, a newborn’s first record is digital, instant, and permanent, a new era in civil documentation.
