Sindh Police, Pakistan Post Sign MoU for Faceless E-Challan Delivery Traffic Violators to Receive Fines Directly at Home via Postal Service

The Sindh Police and Pakistan Post have signed a Memorandum of Understanding (MoU) to launch a faceless e-challan delivery system in Karachi and other parts of Sindh. The signing ceremony, held at the Central Police Office on Tuesday, was attended by senior officials including Inspector General of Police (IGP) Ghulam Nabi Memon, Additional IG Javed Alam Odho, DIG Traffic Karachi Pir Muhammad Shah, DIG Driving Licence Branch Younis Chandio, and Postmaster General Sindh Manzoor Ahmed. Speaking at the event, IGP Memon emphasized that the initiative is part of wider technology-driven reforms aimed at enhancing transparency, eliminating corruption, and improving institutional efficiency within the police. He explained that while faceless e-challans are already in use at driving licence branches, the new system will ensure that traffic violators receive their fines directly at their registered home addresses through Pakistan Post, replacing the existing manual and often opaque process.
Highlighting the significance of the reform, IGP Memon noted that the traffic police is the department with the highest level of public interaction but also one of the most criticized. He stressed that adopting modern technology is essential to resolve these challenges and restore public trust. He further stated that the fine structure has been revised so that traffic violators feel the financial impact of repeated offenses, thereby discouraging reckless driving. DIG Traffic Karachi Pir Muhammad Shah added that the faceless e-ticketing system has been in development for some time and amendments to the Motor Vehicle Ordinance were made to support its implementation. With the Sindh government’s approval and Pakistan Post’s partnership, violators will now be notified in a streamlined and transparent manner. The initiative is expected to improve compliance with traffic rules, reduce corruption, and modernize traffic management across Sindh.
