FBR Integrity Reform Impact Strict Rules Target Tax Officer Corruption

The Federal Board of Revenue has reformed its promotion process. Financial integrity is now a major factor for career growth. As a result, the agency has benched dozens of low rated officials. This action follows severe criticism from the International Monetary Fund. Consequently, the tax body put high-grade officers under intense monitoring. Watchlist numbers rose from 2% in 2023 to nearly 40% in 2025. Therefore, roughly two in five promoted candidates faced active scrutiny.

Peer Reviews Guide Officer Postings​

The agency launched a multinational feedback mechanism called the Rating and Reward System. This tool measures professional competence through mandatory peer reviews. In fact, participation reached 100% in recent evaluation cycles. ​Furthermore, management uses these ratings to decide postings and financial bonuses. Top performers receive up to four extra basic salaries. However, the lowest-ranking officers receive no financial reward at all.

Honest Leaders Take Sensitive Roles

As the table shows, honest leaders now dominate sensitive roles. High-integrity officers occupy 89% of crucial Inland Revenue positions. Similarly, low rated Customs officials in key posts dropped to just 9%.

​Discipline Surges Across All Departments

​Additionally, internal disciplinary actions have doubled over three years. Major penalty cases increased from 38 to 75. Officer suspensions also surged dramatically during the same period. ​In response, leadership sidelined 32 senior officials over dubious reputations. Most of these individuals held high level grades. Moreover, authorities initiated formal criminal proceedings against suspect personnel. ​The Federal Investigation Agency even arrested a senior customs officer on corruption charges. Furthermore, two preventive officers were named in legal cases. ​Ultimately, these strict measures show a strong commitment to clean governance.
