ISPR Chief: Terrorism in Pakistan Is State-Sponsored, Not Insurgency — India Using Afghanistan as Base

Pakistan is not facing an insurgency but a wave of orchestrated terrorism sponsored by India, according to Director General of the Inter-Services Public Relations (ISPR), Lieutenant General Ahmed Sharif Chaudhry. In a recent interview with a German news outlet on September 5, Lt Gen Chaudhry drew a clear distinction between internal rebellion and externally-funded terror, saying, “The correct term is not insurgents, it’s terrorists. There is no insurgency in Pakistan — whether it’s in Balochistan or KP. It’s pure terrorism.”The ISPR chief squarely blamed India for backing and facilitating terrorist activities within Pakistan. He accused New Delhi of using Afghanistan as a strategic base to launch and support attacks, claiming that every major terror incident in Pakistan had clear links to Indian state institutions. “We have no doubt in our minds that each terror incident that happens inside Pakistan — behind that is Indian support and abatement,” he asserted.To support his claims, Lt Gen Chaudhry pointed to at least six dossiers compiled by Pakistan from 2009 to 2023. These dossiers, shared with the international community, provide detailed evidence of Indian involvement in destabilizing operations inside Pakistan. The documents reportedly include intelligence intercepts, confessions from captured militants, and forensic proof tracing funding and planning to Indian agencies.The statements mark one of the strongest public accusations from Pakistan’s military leadership in recent years, as tensions remain high between the two nuclear-armed neighbors. The revelations aim to build international awareness of what Pakistan sees as an organized campaign of cross-border terrorism by India, while also calling on global powers to recognize and act upon the evidence presented.Lt Gen Chaudhry’s remarks come as Pakistan continues its internal counter-terrorism operations, with a renewed focus on both domestic security and exposing foreign interference.
