JI Challenges Sindh’s AI-Based E-Challan System in Sindh High Court
The Jamaat-i-Islami (JI) has challenged the Sindh government’s AI-based e-challan system in the Sindh High Court (SHC). The party claims that the new traffic fine system imposes heavy and discriminatory penalties on Karachi residents.
Petition Filed in Sindh High Court
JI Karachi Chief Monem Zafar Khan, MPA Muhammad Farooq, and Advocate Saifuddin filed the petition under Article 199 of the Constitution. They named the Sindh government, home and excise departments, Inspector General Ghulam Nabi Memon, and Traffic DIG Peer Muhammad Shah as respondents.
The petition argues that the government launched the e-challan system without proper planning. It claims fines have increased by up to 1,000 per cent. It also says blocking CNICs, suspending licenses, and impounding vehicles for non-payment violates due process.
The petitioners added that Karachi’s traffic problems stem from poor infrastructure and corruption in the Excise and Taxation Department. Many vehicles still operate under old ownership because the transfer process remains slow and corrupt.
Poor Infrastructure and Legal Concerns
JI stated that Karachi lacks clear road signs, zebra crossings, and functioning streetlights. On major roads like Sharea Faisal, drivers face diversions and missing speed limit signs. In some areas, police even direct vehicles to the wrong side due to ongoing construction work.
The petition urges the SHC to suspend the e-challan system until authorities improve road conditions and verify vehicle ownership properly. It calls the AI-based enforcement “illegal, arbitrary, and unconstitutional.”
