Katalyst Rollout Strengthens Online Child Protection Systems

Katalyst rollout marks a major step in protecting children online. The National Cyber Crime Investigation Agency introduced a new AI-enabled system to improve digital investigations. As a result, authorities can now detect and prioritise online abuse cases faster.
Officials launched the system at a formal event in Islamabad. The Ministry of Interior and Narcotics Control partnered with the UK-Pakistan UPSCALE Programme to develop it. Therefore, the initiative reflects growing international cooperation on digital safety.

AI Tool Boosts Investigation Capacity

The new system helps investigators analyse large volumes of online reports. It allows teams to identify high-risk cases quickly. In addition, the tool reduces manual workload and speeds up response times.
Minister of State Talal Chaudhry called child protection a national responsibility. He said modern technology strengthens law enforcement efforts. He also stressed the need for policies to evolve alongside digital threats.
NCCIA leadership highlighted the system’s operational impact. The agency can now review referrals from the US-based NCMEC at a much higher scale. Previously, teams reviewed about 1,200 reports monthly. Now, they can assess over 100,000 cases each month.

Shared Responsibility for Child Safety

The National Commission on the Rights of the Child urged coordinated action across institutions. Chairperson Ayesha Raza Farooq emphasised public awareness and platform cooperation. She also supported work toward a national policy framework.
British High Commissioner Jane Marriott described online abuse as a global challenge. She said child safety remains a key UK priority worldwide. Moreover, she noted that technology can create positive change when used responsibly.
Officials agreed that the system strengthens long-term child protection efforts. Consequently, agencies plan to expand skills and resources further. The initiative signals a shared commitment to safer digital spaces for all children.
