NCSW Criticises Justice Najafi’s Remarks on Noor Mukadam Case
The National Commission on the Status of Women has strongly responded to recent comments by Justice Ali Baqar Najafi. The commission stated that NCSW criticises remarks that appear to blame women instead of addressing violence. It stressed that such views can harm survivors and weaken trust in justice.
Criticism grew after Justice Najafi issued an additional note on the Noor Mukadam murder case. His remarks linked the brutal 2021 crime to what he called a vice in society. However, many people saw this connection as unfair and insensitive.

The commission said the judge’s words reflect a mindset that shifts blame away from the killer. It explained that this attitude places unnecessary responsibility on women. In addition, the NCSW warned that such comments can influence public opinion in damaging ways.
The statement reminded the judiciary of earlier guidance by Justice Ayesha Malik. Her judgment advised judges to use respectful and unbiased language for victims. As a result, the commission felt Justice Najafi’s remarks contradicted those principles.
The NCSW added that these comments risk reducing public trust in the legal system. It urged judges to uphold constitutional values and protect the dignity of survivors.

The NCSW, formed in 2000, continues to review laws and promote gender equality. It believes justice must reflect facts, not stereotypes or moral judgment. Therefore, the commission called for accountability and sensitivity in all gender-based violence cases.
