Private Hajj Scheme Applications Begin Nationwide 60,000 Pilgrims to Perform Hajj Under Private Quota in 2025

The Ministry of Religious Affairs has officially opened applications for the private Hajj scheme, marking an important phase in preparations for the upcoming pilgrimage. According to the Ministry, a total quota of 60,000 pilgrims has been allocated to private operators, creating opportunities for thousands of Pakistanis to perform Hajj this year. Out of this number, 22,097 pilgrims who had registered in 2024 but could not proceed due to capacity constraints have been carried forward into the 2025 program. To ensure transparency and accuracy, the government has directed private operators to submit sworn affidavits confirming the status of these previously deferred pilgrims. The remaining quota, which includes 37,900 new seats, will be filled through fresh applications. Officials have underlined that priority will be given to those who were left behind last year, emphasizing that fairness and inclusivity are guiding principles of the allocation process. The Ministry has also highlighted the significance of the private Hajj scheme in balancing Pakistan’s overall Hajj operations, as the number of applicants often surpasses the government’s available quota. By accommodating both new and deferred applicants, the scheme seeks to reduce frustration among aspiring pilgrims while streamlining the work of private operators who handle arrangements such as travel, accommodation, and guidance during the pilgrimage. Authorities noted that the decision to prioritize 2024’s applicants reflects a commitment to justice and consistency, ensuring no registered pilgrim is deprived of their long-awaited opportunity. With more than 37,900 new applicants expected to join the 22,097 carried over from last year, preparations are underway to manage logistics on a large scale. The Ministry has assured citizens that all efforts will be made to facilitate applicants with clear procedures, reliable services, and a fair selection mechanism, allowing pilgrims to focus on their spiritual journey.
