Punjab Allows Regulated Basant Kite Flying After 25 Years

Punjab has allowed regulated Basant kite flying after 25 years. People across the province feel excited about the comeback; however, the new rules demand full responsibility. The government aims to create a safe and inclusive environment for everyone.

New Rules for a Safer Festival

The ordinance states that people may fly kites only with cotton thread. Authorities banned metallic or sharp string because it causes serious injuries. Therefore, anyone who uses dangerous thread faces three to five years in jail and fines up to Rs2 million. These strict penalties encourage safer celebrations.
The government also stopped children under 18 from taking part. Parents will face fines if minors break the law. For example, the first violation brings a Rs50,000 penalty, and the second raises it to Rs100,000. Failure to pay leads to legal action. In addition, kite-flying associations must register with the Deputy Commissioner. This step promotes better coordination and helps officials monitor activities more easily.

Registration and QR Code Tracking

Vendors must register before selling kites or thread. Every kite will display a unique QR code that links directly to its seller. Thread manufacturers must also register and use QR-coded labels. As a result, authorities can track unsafe products and maintain compliance. This system also supports fair business practices and reduces misuse.
The provincial government banned kite flying in 2001 because unsafe strings caused many injuries. Now, after decades, Basant returns with a strong focus on safety. Many communities welcome the festival’s revival, and the new rules offer a balanced way to enjoy tradition. People can celebrate with joy while understanding their role in keeping the event safe.
