Punjab Fest Policy Introduced to Regulate Basant Kite Activities

The district administration announced new rules after conditional approval for Basant celebrations. Officials introduced the Punjab fest policy to regulate kite production and flying activities. The policy focuses on safety, accountability, and responsible celebration. Authorities want residents to enjoy Basant without fear or harm.

Registration Rules and Fees

Under the new policy, kite and string manufacturers must register with authorities. Each manufacturer will pay a registration fee of Rs1,000. They must also submit Form A during the process. Similarly, kite-flying associations must register by paying Rs5,000 and submitting Form C.
Officials believe registration will improve monitoring and transparency. Therefore, only registered groups may organize kite-flying events. This step helps authorities identify legal operators quickly. In addition, it discourages unsafe and unregulated manufacturing practices.
The administration warned against ignoring the rules. For example, officials may impose fines or initiate legal action. As a result, authorities urged manufacturers and associations to comply fully. Cooperation will help ensure smooth festival operations.

Safety Measures for Kite Strings

Safety remains the heart of the Punjab fest policy. Officials banned hazardous materials used in kite strings. Manufacturers may now use only cotton-based thread. This change aims to prevent injuries during kite flying.
In addition, authorities restricted string construction. Manufacturers may use no more than nine strands per string. Officials say fewer strands reduce sharpness and risk. As a result, reinforced and metallic strings will stay illegal.
Inspection teams will monitor markets and events closely. However, officials encouraged citizens to celebrate responsibly. Everyone shares responsibility for safety. Together, communities can keep Basant joyful, peaceful, and inclusive for all.
