Saudi Arabia has introduced new regulations in its tourism sector, aiming to create more jobs for Saudi nationals while ensuring higher compliance standards across the industry. The Ministry of Tourism announced that tourism businesses are no longer allowed to outsource or subcontract jobs covered under Saudization rules to foreign companies. Only licensed firms that already employ Saudi nationals will be able to subcontract, and they must do so within the guidelines approved by the ministry.
Direct Employment Requirements
One of the most significant changes requires every tourism and hospitality facility in the Kingdom to have a Saudi receptionist on duty during working hours. The ministry explained that this measure would ensure direct employment opportunities for locals in one of the country’s fastest-growing industries. Alongside this, stricter checks will be carried out to verify the number and roles of Saudi staff in the sector, making sure businesses stay compliant with employment targets.
The rules also make worker registration more systematic. Employers are required to register all employees on government platforms before they begin work. For temporary or seasonal workers, contracts must pass through authorized systems like Ajeer. Businesses operating multiple facilities or service types must register workers for each location separately, creating a clear record of staff employed across the Kingdom.
Supporting Vision 2030 Goals
Authorities have warned that any violations of the new rules will be closely monitored and could lead to penalties. The ministry encouraged companies to follow the updated framework, saying these steps will support not only job creation but also the overall professionalism of the sector.
These reforms are part of Saudi Arabia’s broader Vision 2030 goals, which aim to diversify the economy and increase the role of local talent in key industries.
