UN-backed force in Haiti to deploy fully by summer amid political turmoil

A U.N.-backed security force in Haiti is expected to reach full strength by summer. The mission supports local police against powerful armed gangs. U.N. special envoy Carlos Ruiz shared this update on Thursday. However, the announcement comes during deep political uncertainty. Haiti’s transition government mandate ends on February 7. So far, leaders have not announced a clear succession plan.

Troop Numbers and Deployment Challenges

More troops should arrive by April, according to Ruiz. As a result, the force may reach 5,500 personnel by summer or early autumn. Currently, about 1,000 officers serve in Haiti, mostly from Kenya. The deployment has faced long delays and serious funding gaps. Since June 2024, gangs have expanded across central and rural regions. In comparison, Haiti has about 12,000 police officers nationwide. Armed groups also number around 12,000 members.
In addition, many weapons enter Haiti illegally from the United States.

Political Tensions Raise New Concerns

Ruiz spoke after reports of political turmoil within Haiti’s leadership. Several council members reportedly tried to remove the prime minister. If successful, it would be the second ouster since April 2024. Political infighting and corruption claims have slowed progress. Therefore, elections have been delayed for nearly a decade. Ruiz warned that Haiti cannot afford more internal conflict.

Regional and Human Impact:

The U.S. also expressed concern about leadership changes. Officials warned such actions could weaken security efforts. Meanwhile, gangs control most of Port-au-Prince and nearby regions. They have carried out killings, kidnappings, and mass violence. As a result, about 1.4 million people are now internally displaced.
