Oman Revises Grants for Private Universities with Stricter Rules
Oman has updated its rules for supporting private universities. The Ministry of Higher Education issued Ministerial Decision No. 79/2025. This decision revises the terms for private university grant rules.
The new framework takes effect immediately. It sets clear criteria for universities seeking financial help. Therefore, only high-performing institutions will now qualify.
Stricter Eligibility Requirements for Universities
The new rules establish several strict conditions for eligibility. First, a university must hold institutional accreditation from Oman’s quality assurance authority. It also cannot have received a government grant before.
Furthermore, the institution must operate at least three colleges from a permanent campus. It must be listed in the QS Arab Region University Rankings in the application year. In addition, it needs a minimum of 100 international students.
Emphasis on Research and Community Impact
A strong focus on research is a key part of the new policy. Applicants must publish at least 250 peer-reviewed scientific papers every year. They also need a record of hosting academic events.
Specifically, universities must have organized ten conferences or seminars in the five years before applying. They must also demonstrate active community service programmes. Finally, they need to have graduated at least three batches of bachelor’s students.
How the Grant Works and Its Use
The Ministry will assess all applications carefully. Successful universities can receive a grant worth 50% of their capital. However, the maximum amount is capped at 3 million Omani Rials.
The grant must finance the construction of university buildings only. It cannot be used for day-to-day operational costs. The Development Bank will manage and monitor the grant’s implementation.
This policy aims to boost quality in higher education. It rewards universities that excel in research and attract global talent. As a result, it should strengthen Oman’s academic reputation.
