Pakistan Enforces Forced Labor Import Ban With Strict Rules

The forced labor import ban marks a strong shift in Pakistan’s trade policy. The federal government has stopped imports of goods made fully or partly through forced labor. As a result, importers must now prove their products meet ethical standards.
The Ministry of Commerce introduced this change through a new order. Therefore, businesses must submit clear and verifiable documents. This step aims to improve transparency and protect workers’ rights across supply chains.

Stricter Compliance for Importers

The government has amended the Import Policy Order, 2022. It used powers under the Imports and Exports (Control) Act, 1950. Under these rules, authorities will block goods linked to forced labor.
Importers must provide proof that no forced labor was involved. In addition, they must submit certifications and supporting records. These checks will apply to all sectors and industries.
Officials have confirmed that the ban covers goods from all countries. Moreover, authorities will update the list of restricted goods and regions over time. This approach ensures continuous monitoring and enforcement.

Monitoring System and Global Standards

The government will identify high-risk goods and regions using global benchmarks. It will rely on guidelines from the International Labor Organization. These standards help detect unfair labor practices.
Imports from flagged regions will face stricter inspections. As a result, officials will carry out detailed verification procedures. They will review certified documents before approving shipments.
Authorities plan to introduce a dedicated scrutiny system for such imports. This system will improve accountability and reduce risks in supply chains. In addition, it supports fair and responsible trade practices.
The new policy places greater responsibility on importers. However, it also promotes ethical sourcing and compliance. The government expects businesses to follow these rules without delay.
