HEC Raises Degree Attestation Fee to Rs. 3,000 Under New Online System

The HEC attestation fee has increased after the Higher Education Commission raised charges from Rs. 1,000 to Rs. 3,000. The change applies under a newly launched online attestation system across Pakistan.
The Higher Education Commission aims to move toward a fully digital and paperless verification process. Officials say the system will make degree attestation faster and more transparent. It will also reduce the need for students to visit HEC offices physically.
HEC Chairman Niaz Ahmad Akhtar confirmed the revised fee structure. He said a portion of the fee will go to universities for document verification services. Therefore, universities will also receive direct support from the new system.

Shift to Digital Verification System

The chairman said students can now submit attestation applications online. They no longer need to visit HEC offices in person. In addition, they do not need to send original academic documents through courier services.
He explained that the new system reduces travel and accommodation costs for students. It especially helps applicants from remote areas who previously faced higher expenses. Furthermore, the digital process speeds up verification and reduces delays.
Dr Akhtar added that students previously paid separate charges for university verification. They also spent money on photocopies, transport, and accommodation. However, the new system combines these steps into one online process.

Benefits for Students and Institutions

HEC said the updated platform will issue digitally verifiable e-attestation certificates. As a result, universities and employers can verify documents more quickly and securely.
Authorities believe the system improves transparency and reduces administrative delays. Meanwhile, students benefit from a simpler and more efficient process. In addition, the commission plans to further expand digital services in higher education management.
The new system also aims to reduce paperwork across institutions. Therefore, HEC expects smoother coordination between universities and verification offices nationwide.
