Starmer to Sanction Hamas Figures ‘in Coming Weeks’ Amid UK Recognition of Palestine

British Prime Minister Keir Starmer has announced that his government will introduce sanctions against key figures in Hamas in the “coming weeks,” as part of a broader shift in UK foreign policy. The move comes alongside the UK’s formal recognition of the State of Palestine—an historic decision intended to press for a two-state solution and bring renewed momentum to peace efforts.
Starmer emphasised that the UK does not equate Israel with Hamas, but holds the group responsible for actions that impede a sustainable ceasefire, including hostage-taking and the continued use of violence. Sanctions are being considered to target individuals believed to be involved in violent acts, as well as those who provide support or leadership to the organisation.
The Prime Minister has laid out a set of preconditions: that Hamas must release all hostages, disarm, and play no part in future governance or security in Gaza. Failure to meet these conditions, coupled with escalating conflict and the humanitarian toll in Gaza, has led the UK government to pursue more assertive diplomatic and economic pressure.
Domestically, Starmer’s policy reflects Labour’s manifesto commitments and growing public concern over civilian suffering in Gaza. Internationally, it strengthens the UK’s alignment with allies taking similar stances. The upcoming sanctions are expected to include asset freezes and travel bans, among other tools, though the government has so far not released a detailed list of targeted individuals.
As this policy unfolds, observers will watch closely whether the sanctions produce pressure on Hamas negotiations, how Israel responds, and whether the UK can maintain coherence in its diplomatic role. The move signals a more interventionist posture under Starmer, one seeking to combine recognition of Palestine with accountability for non-state actors deemed hostile to Palestine
