UK Traces 42,000 Overseas Graduates Over £893 Million Student Loan Debt

The UK student debt challenge has come under renewed focus as authorities attempt to trace thousands of former students living overseas. The UK government is trying to locate around 42,000 graduates from European countries who owe an estimated £893 million in student loans. Officials lost contact with these borrowers after they moved abroad, making recovery efforts more difficult.
Latest figures from the Student Loans Company (SLC) reveal that 121,000 borrowers worldwide have outstanding loan balances. Together, they owe approximately £3.4 billion. Many of these individuals studied at UK universities with government-backed loans that covered tuition fees and living expenses before relocating to other countries.

Government Strengthens Overseas Recovery Efforts

The SLC says tracing borrowers outside the UK remains more challenging than monitoring those living domestically. Within the country, officials can access tax records and employment information to assess repayment obligations. However, overseas cases often require cooperation with foreign authorities and agencies.
According to SLC data, around 15,000 borrowers are believed to live in Australia. Another 7,600 reportedly reside in the United States. In addition, thousands are spread across Spain, Ireland, the United Arab Emirates, Bulgaria, Romania, China, and several other countries.
To improve compliance, the UK government has expanded partnerships with international agencies. As a result, authorities hope to identify missing borrowers and ensure repayments continue where required by law.

Most Graduates Continue to Meet Obligations

The SLC stressed that not every borrower with an outstanding balance must make repayments immediately. Some graduates remain unemployed, while others earn below the repayment threshold. Therefore, an unpaid balance does not automatically mean someone has broken repayment rules.
Critics have nevertheless urged the government to adopt stricter enforcement measures. They argue that taxpayers ultimately shoulder the burden of unpaid loans. However, the SLC maintains that most borrowers comply with requirements. More than 90% of customers verified their residency and employment status during the 2024-25 financial year.
The agency also reminded graduates that moving overseas does not remove their responsibility to repay student loans once their income exceeds the required threshold.
