PTA MVNO License Opens Pakistan Telecom Market
The new PTA MVNO license framework will allow fresh telecom companies to enter Pakistan’s mobile market. These operators can offer mobile services without building their own network infrastructure.
The Pakistan Telecommunication Authority (PTA) has introduced a licensing system for Mobile Virtual Network Operators, commonly known as MVNOs. Under this model, companies can provide mobile and data services by partnering with existing Mobile Network Operators (MNOs).
MVNOs can launch services under their own brands. They can also manage customer support, billing systems, and specialized service packages. However, they must rely on partner networks for connectivity and spectrum access.
New Opportunities for Competition
The framework aims to increase competition in Pakistan’s telecom sector. As a result, consumers could benefit from more service choices and innovative mobile packages.
PTA has set the initial license fee at $140,000. Each license will remain valid for 15 years. Operators must also pay annual regulatory charges, including contributions to the Universal Service Fund and Research and Development Fund.
Companies that fail to meet financial obligations could face penalties. In serious cases, PTA may suspend or cancel licenses.
Strict Security and Service Standards
The regulator has introduced several compliance requirements. MVNOs must support emergency services and maintain customer call records for one year. They must also follow cybersecurity rules and national security regulations. In addition, operators need lawful interception capabilities before launching commercial services.
SIM activation will require proper customer verification under existing regulations. PTA has also established service quality benchmarks covering call completion, network availability, complaint handling, and mobile internet performance. The framework includes standards for both 4G and 5G services. According to PTA, these measures will strengthen consumer protection while encouraging growth and innovation across Pakistan’s telecommunications industry.
