Bali Advances Legislation to Outlaw Private Beaches and Enforce Bali Beach Legislation

Bali is poised to legislate to ban private beach ownership. New legislation ensures locals can always access public shorelines. Lawmakers are currently considering draft proposals actively. Governor I Wayan Koster initiated the proposal. He wants to protect beaches and shorelines from further privatization. The tension between tourism and local needs plays out globally. Bali represents one of the most sensitive examples of these tensions immediately.

Protecting Public Access and Sacred Sites

Beaches along the shoreline are legally public spaces. Presidential Regulations from 2016 define this land as belonging to the state. This includes land 100 meters inland from the highest tideline. Despite these rules, hotels increasingly flouted regulations. They restricted beach areas near their properties effectively. This prevented locals from accessing the shore for essential rituals. Koster described beaches as “highly important” religious spaces for Balinese Hindus. Balinese Hindus carry out Segara Kerthi rituals to honor the sea actively.
Hotels and resort guests have often driven away locals. They sometimes carry out practices that undermine religious ceremonies. Koster criticized these operators strongly. He said, “It’s as if those who build hotels or villas think they own the beach and the sea.” The new legislation aims to “restore Bali’s beaches to their original purpose.” The council members face pressure to make a final decision quickly.

Legislative Proposals and Responsible Tourism

The new Bali Beach Legislation advances sustainable development goals. It addresses environmental and cultural protection directly. The legislation aims to curb inappropriate tourist behavior effectively. The regional council actively considers these proposals now. A daily visitor tax is also proposed immediately. This tax would support sustainable development initiatives.
The governor urges council members to decide before year-end 2025. A moratorium is currently preventing new permits. This stops new hospitality projects in already-developed areas. This coordinated action promotes a responsible tourism model across Bali. It prioritizes the island’s religious and social spaces successfully.
