Canada Student Visa Approvals Hit 10-Year Low Amid Strict New Caps

Canada’s approval of new international student permits has dropped to its lowest point in a decade. The federal government expects to approve only 80,000 new study permits in 2025, a 62% decrease from 2024. Surprisingly, even during the COVID-19
lockdowns, Canada issued around 92,000 permits. The new cap marks a deeper cut than the pandemic itself, signaling a major shift in Canada student visa approvals.
Colleges Hit Hardest, Students Face Tighter Competition
Ottawa’s new restrictions are reshaping higher education. Colleges face the toughest blow, with approvals for college programs expected to fall below 30,000. Universities are seeing a modest recovery, as approval rates rose from 30% in May to 55% by August. However, competition remains fierce. Experts call 2025 one of the most challenging years for aspiring international students.

Most Permits Now Go to Students Already in Canada

Interestingly, nearly 80% of approvals now go to extensions rather than new applicants. This means most study permits are being renewed for students already in the country. For the first time, these students will make up two-thirds of all post-secondary permit holders which is a dramatic demographic shift.
Students from India, the Philippines, and African nations are facing record-low approval rates. Analysts warn that the lack of diversity could weaken Canada’s global education appeal.Despite challenges, 95% of international applicants still want to study in Canada, drawn by its strong academics and multicultural environment. Experts remain hopeful that future policy adjustments will revive global student growth.
