CIDB to Regulate Pakistan’s Construction Sector and Raise Standards
The government plans to establish the CIDB construction sector regulator in Pakistan. The new board will set standards and improve quality across the industry. Federal Minister Ahad Cheema chaired a high-level meeting on the proposed reforms. Senior officials and industry representatives attended the session. Participants discussed several regulatory, operational, and financial issues. They also reviewed ways to improve the sector’s performance and accountability.
Consultants May Face New Rules
Current rules allow penalties for contractors who fail to meet requirements. However, consultants do not face the same legal framework. The proposed CIDB framework could change this situation. Consultants may face legal and financial accountability for design flaws and technical mistakes. Construction Association of Pakistan representatives supported the proposal. They said stronger oversight could improve design quality and protect public funds. The reforms could also help reduce costly errors in major projects. Therefore, clearer responsibilities may improve project delivery and public confidence.
Banks and Financial Guarantees
Industry representatives also raised concerns about banking requirements. These issues involve financial guarantees and performance guarantees. They also proposed creating a specialised Construction Development Bank. Such an institution could help construction firms manage financing needs. Cheema directed Minister of State for Finance Bilal Azhar Kayani to review the proposal. The minister will consult the State Bank of Pakistan and Pakistan Banks Association. The government will assess the bank proposal after receiving detailed feedback. Financial feasibility will also guide the final decision.
Higher Standards and Better Oversight
Cheema said an independent board could support development and regulation. It could also improve accountability and simplify dispute resolution. In addition, the proposed CIDB could help raise construction standards. The government wants those standards to match international practices.
