LDA Access Area Policy Eases Property Penalties in Lahore
LDA access area policy is bringing relief to property owners in Lahore. Lahore Development Authority introduced the change to reduce financial pressure. As a result, many applicants will now pay lower penalties.
Earlier, officials calculated penalties using current District Collector rates. This method increased costs for many property owners. Therefore, people often faced heavy financial burdens during routine processes.

Under the revised system, authorities will use the original allotment rate. This means they will calculate penalties based on the year the plot was issued. In addition, this approach creates a fairer system for all applicants.
The decision followed special sessions led by Tahir Farooq. The Additional Director General (Housing) also played a key role. Together, they developed a new and practical framework.
Previously, plot owners paid high charges for No Objection Certificates and transfers. Officials included access area adjustments and applied updated rates. As a result, applicants struggled with unexpected and rising costs.
Approval Brings Public Relief
Citizens raised concerns about these penalties over time. Many said they faced unfair charges despite no fault. However, the new policy directly addresses these issues.
Now, officials will apply rates based on the original allotment year. This rule applies whether the access area increases or decreases. Therefore, property owners can expect more predictable costs.
The LDA Governing Body has approved the policy. Authorities have also issued formal instructions for implementation. As a result, the policy is now active across relevant cases.
