PTA Announces 5G Payment Structure

PTA 5G payment terms have been officially released. The new framework follows Pakistan’s recent 5G auction.
Pakistan Telecommunication Authority shared details after issuing licenses to telecom operators. These operators secured spectrum in the March 10 auction. The policy explains payment rules for the Initial Spectrum Fee. It also covers moratorium periods, markup rates, and penalties. As a result, companies now have clear financial guidelines.
A one-year moratorium applies from the license date. During this period, operators do not need to make payments. In addition, no markup will be charged.

Markup and Penalties Explained

After the moratorium, companies must choose a payment plan. The remaining amount will include markup based on KIBOR plus three percent.
This markup will continue until full payment is complete. Therefore, delays can increase overall costs for operators.
The PTA also introduced strict penalties.

Late Payments Will Face an Additional Fee of Two Percent Per Month.

This applies until the amount is fully cleared. If delays continue, PTA may take legal action. This ensures that operators follow the agreed terms. The document also addresses rate changes. If KIBOR or exchange rates change, new rates will apply. These will come from the State Bank of Pakistan or the Ministry of Finance. Overall, PTA 5G payment terms aim to ensure smooth rollout. They also promote financial discipline in Pakistan’s telecom sector.
