Balochistan Budget Boosts Higher Education and Fisheries Development
Balochistan has increased funding for higher education and fisheries under the Balochistan Budget 2026. The allocations reflect the government’s focus on education, skills development and sustainable economic growth. As a result, students, universities and coastal communities are expected to benefit from new investments.
Finance Minister Mir Shoaib Nosherwani announced the allocations while presenting the provincial budget for FY2026-27. He said higher education remains essential for social and economic progress. Therefore, the government plans to strengthen institutions and expand opportunities for young people across the province.
Higher Education Receives Major Support
The government allocated Rs2.3 billion for development projects in the Colleges, Higher and Technical Education Department. In addition, it earmarked Rs28.7 billion for non-development expenditures. This amount represents a significant increase from the previous allocation of Rs24 billion.
The provincial government also retained the Rs8 billion grant for public sector universities. Moreover, it proposed an additional Rs2 billion in performance-based funding linked to key performance indicators. Officials believe this approach will encourage better academic outcomes and institutional performance.
Students will continue to receive support through scholarship programmes. For FY2026-27, the government allocated Rs105.8 million for scholarships. This amount includes Rs54 million under the Shaheed Benazir Bhutto Scholarship Programme.
Furthermore, the government set aside Rs200 million to address financial challenges faced by NUST campuses in the province. It also allocated an additional Rs1 billion grant to meet operational needs of the Colleges Department.
Fisheries Sector Gets Development Boost
The government allocated Rs346 million for fisheries development projects and Rs2.27 billion for non-development expenditures. Officials aim to strengthen a sector that supports thousands of livelihoods along Balochistan’s coastline.
Nosherwani highlighted the province’s 771-kilometre coastline and its economic potential. In addition, the government plans to prepare a comprehensive coastal master plan based on international standards.
For FY2026-27, authorities allocated Rs100 million for a Digital Fisheries Information Management System and marine resource mapping. The budget also includes Rs500 million for a shrimp hatchery in Hub district and training programmes for young fishermen.
