Officials argue that Amazon Web Services and Microsoft Azure hold strong positions in the market. They also point to high switching costs that can make it difficult for customers to move between providers.
Furthermore, regulators highlighted the growing importance of AI tools and cloud partnerships. These factors increasingly influence purchasing decisions across Europe. Amazon disagreed with the assessment. The company said Europe already has cloud regulations and warned that additional rules could reduce innovation. Microsoft also expressed concerns. However, the company argued that regulators should pay closer attention to competitors in the cloud sector.

If approved, the designation would require both providers to follow new competition requirements. These could include better interoperability, improved data portability, and limits on self-preferencing practices. The investigation lasted seven months before reaching this stage. However, Amazon and Microsoft can still challenge the findings before a final decision arrives. The move signals a broader regulatory shift. Previously, the Digital Markets Act focused on search engines, social media platforms, and app stores. Now, cloud infrastructure appears to be the next major area of scrutiny.
Therefore, the outcome could influence the future of cloud computing, AI development, and digital competition throughout Europe.
