HEC Degree Policy Opens New Global Opportunities for Pakistani Students

The Higher Education Commission (HEC) has approved a new framework for Dual, Double, and Joint Degree Programs across Pakistan. The HEC degree policy aims to strengthen cooperation between Pakistani and international universities. In addition, the framework encourages collaboration between departments within the same institution. HEC said the policy will help students gain international academic exposure and improve career opportunities. As a result, universities may now develop new partnerships and collaborative learning programs under a regulated structure.
Under the policy, students will study through different degree models based on their academic goals. A Dual Degree will allow students to earn two degrees in related or different fields. Meanwhile, a Double Degree will offer two qualifications in the same discipline. A Joint Degree will include one degree awarded together by partner institutions. HEC officials explained that the framework promotes responsible internationalization while protecting academic quality and student interests.

Universities Must Follow New Requirements

HEC introduced several conditions for universities planning to launch these programs. Institutions must partner only with HEC-recognized universities and obtain formal approvals before starting admissions. In addition, universities must sign memorandums of understanding and secure a No Objection Certificate from HEC.
The policy also requires institutions to establish proper credit transfer and course mapping systems. Furthermore, universities must provide transparent fee structures and student protection measures. HEC added that institutions will need joint curriculum planning and quality assurance standards to maintain consistency. Therefore, students may receive a more reliable and internationally recognized academic experience.

Students May Gain International Benefits

HEC said the framework will create more opportunities for collaborative learning and academic mobility. Students may also benefit from joint supervision and stronger international recognition after graduation. Moreover, the policy could improve employability by connecting students with global academic networks.
The commission also included teach-out plans and grievance mechanisms to protect students if problems arise during a program. Consequently, universities must remain accountable throughout the partnership process. Education experts believe the initiative could strengthen Pakistan’s higher education sector while encouraging global academic cooperation.
