HEC Degree Recognition Warning for Foreign Online and Blended Programmes
The Higher Education Commission (HEC) has advised students to carefully check foreign degree programmes before seeking admission. The warning focuses on HEC degree recognition and the growing use of online and blended learning by international universities.
According to the commission, some foreign qualifications may not qualify for recognition in Pakistan after Spring 2026. The policy affects programmes that universities register as on-campus degrees but deliver entirely online or through blended learning methods. Therefore, students should verify programme details before enrolling.
Students Must Verify Accreditation Requirements
HEC urged students to confirm that their chosen programmes hold proper accreditation. In addition, they should ensure that the degree meets all residency and attendance requirements set by the institution and its regulator.
The advisory applies to both prospective and current students. Those already studying abroad should review their programme structure with their university. As a result, they can avoid future issues related to recognition and equivalence.
The commission explained that online and blended programmes may only qualify for recognition if the relevant authority in the institution’s home country officially approves those delivery modes. Therefore, students should seek clarification directly from their universities before making academic commitments.
HEC Will Assess Degrees Individually
HEC clarified that it does not maintain a single public list of approved foreign degrees. Instead, it evaluates every qualification on a case-by-case basis through its online equivalence system.
The commission said the policy aims to protect students from academic, professional, and legal difficulties. Furthermore, it helps ensure that recognized qualifications meet Pakistan’s academic standards.
Degrees from accredited institutions generally remain eligible for evaluation. This includes universities listed in recognized international databases such as UNESCO’s World Higher Education Database. Meanwhile, applicants must submit their requests through the HEC online equivalence portal.
HEC also oversees approved transnational education partnerships operating in Pakistan. Many of these programmes work with international universities under regulatory approval. Therefore, students should always verify programme status to safeguard their academic future and secure degree recognition in Pakistan.
