Islamabad Safest City in Pakistan in Numbeo Crime Index 2026
Islamabad safest city in Pakistan, according to the latest Numbeo Crime Index 2026 Mid-Year rankings. The federal capital recorded the country’s lowest Crime Index score among major cities. The report compares public perceptions of crime across more than 400 cities worldwide using user-contributed survey responses.
Islamabad Tops National Rankings
Numbeo gave Islamabad a Crime Index score of 30.8, the lowest in Pakistan. Lahore ranked second with a score of 36.2. Meanwhile, Rawalpindi recorded 52.0, while Karachi posted the highest score among Pakistan’s major cities at 57.6.
A lower Crime Index indicates a lower perceived level of crime. Therefore, Islamabad emerged as the safest Pakistani city in the survey. Lahore also performed well and secured a place among cities with relatively low perceived crime.
The report placed Islamabad and Lahore ahead of several well-known international cities. These include Mexico City, Dhaka, Washington, Kuala Lumpur, New Delhi, Paris, Tehran, London, Los Angeles, Jakarta, New York, Cairo, Istanbul, Rome, Berlin, Mumbai, Toronto and Bangkok. As a result, both Pakistani cities reported lower perceived crime levels than those locations.
Survey Measures Public Perception
Numbeo prepares the Crime Index using responses from people who voluntarily complete online surveys. The index reflects public opinion rather than official police or government crime statistics. Therefore, it measures how safe people believe a city is instead of reporting actual crime figures.
The survey asks participants about overall crime levels and personal safety during the day and at night. In addition, respondents rate their concerns about robbery, theft, assault, property crime, violent crime and corruption.
Although the Crime Index does not replace official crime data, it offers useful insight into how residents and visitors view safety. Consequently, policymakers, researchers and travelers often use the rankings to compare cities and understand public confidence in security conditions around the world.
