Pakistan Plans Big Incentives for Electric Bikes and Rickshaws
Electric vehicle incentives may soon become available in Pakistan under the federal government’s proposed New Energy Vehicle (NEV) policy. Officials want to increase the use of electric and clean-energy vehicles, especially electric motorcycles and rickshaws. The government believes these vehicles can reduce fuel costs and support cleaner transportation in busy urban areas. As a result, policymakers have prepared several relief measures to encourage more people to switch to electric transport.
Under the draft policy, authorities plan to exempt NEVs registered in Islamabad from registration fees and annual token taxes. This step could lower ownership costs for consumers in the federal capital. In addition, the government has encouraged provincial administrations, as well as authorities in Gilgit-Baltistan and Azad Jammu and Kashmir, to introduce similar incentives in their regions. Officials hope nationwide support will help expand the use of electric vehicles across Pakistan.
Government Focuses on Affordable Clean Transport
The proposed policy mainly targets electric two- and three-wheelers because people widely use them for daily commuting. Officials say these vehicles play an important role in reducing pollution and fuel dependence in cities. Furthermore, the National Highway Authority may exempt NEVs from toll charges on motorways and highways. This move could reduce travel costs for electric vehicle owners and make clean transport more attractive.
Although electric vehicles currently cost more than fuel-powered models, authorities believe tax exemptions and fee waivers can improve affordability. Policymakers also expect lower operating costs to encourage long-term adoption among consumers.
Provinces Yet to Finalize Adoption Plans
Officials say the financial impact on government revenue may remain limited because most electric bikes and rickshaws operate within cities. However, nationwide implementation will depend on whether provincial governments decide to align their policies with the federal framework. Authorities believe stronger cooperation between federal and provincial institutions can speed up Pakistan’s transition toward environmentally friendly transportation.
