PTA Proposes Facial Verification for SIM Issuance Through NADRA Pak ID App

The Pakistan Telecommunication Authority (PTA) has proposed a PTA facial verification system to make SIM issuance easier for people who face fingerprint verification problems. The new method will mainly help senior citizens and laborers whose fingerprints often fail during biometric checks. PTA has submitted a detailed report to the government and Parliament, highlighting progress on the proposed verification process. Officials believe the new system will improve access while maintaining strong security standards.

NADRA Pak ID app to support SIM verification

PTA plans to use facial verification through NADRA’s Pak ID app as an alternative to fingerprint authentication. According to the authority, the app can provide a secure and reliable way to verify customers before issuing SIM cards. Therefore, PTA has formally asked NADRA to allow both fingerprint and facial verification through the application.
The authority has also recommended that NADRA officially approve the use of the Pak ID app for SIM registration. Once the approval is granted, telecom companies will be able to use the system at customer service centers and franchise outlets. As a result, customers with fingerprint issues could complete the process more easily.

Alternative system already helping users

PTA revealed that 70,871 SIMs have already been issued through an alternative verification process since January 2025. The authority verified these customers through NADRA-issued letters or medical certificates after fingerprint authentication failed. Consequently, thousands of people were able to obtain SIM cards without unnecessary delays.
In addition, PTA confirmed that facial verification trials have been completed successfully with NADRA and mobile network operators. A proof of concept using the NADRA Pak ID app also delivered positive results. Meanwhile, telecom companies have completed the technical work needed to support facial verification.
PTA also said discussions are underway to allow SIM issuance through mobile operators’ own apps in the future. However, NADRA will continue to handle all fingerprint and facial authentication. The proposed system aims to make SIM registration faster, easier, and more accessible while preserving strong security and identity verification standards.
