The Ukrainian government has approved new changes to the funding formula for higher education institutions. The update aims to provide fairer financial support to universities in frontline regions and those forced to relocate due to the war.
Minister of Education and Science Oksen Lisovyi announced the decision, emphasizing the importance of supporting universities that continue operating in extremely difficult conditions. “We will keep backing those who educate students near the frontlines or in exile,” Lisovyi said.
New Regional Funding Coefficient
For the first time, universities located in conflict zones or those that relocated will receive a 10% funding boost through a regional support coefficient of 1.1. This adjustment ensures that institutions working under pressure receive the recognition and aid they deserve.
According to Lisovyi, universities can use the additional funds to increase salaries for teaching and research staff. The measure is part of a wider effort to strengthen Ukraine’s education system amid wartime challenges.
Supporting Education During Wartime
This reform builds on recent steps to stabilize the education sector. In the 2026 draft state budget, over 285 billion UAH is allocated for education and science, including 42 billion UAH to raise teachers’ salaries.
“These decisions help sustain universities that continue to teach, research, and innovate during the war,” Lisovyi added.
The government’s goal is to make funding more equitable, resilient, and responsive to current realities, ensuring Ukrainian higher education remains strong despite ongoing conflict.
